[Steve doesn't have to be told what the end goal of the mission is, but hearing it out loud, actually confirming that rescue is only one part of a much darker and sinister objective makes his muscles tense. It's subtle, with just a slight shift in his posture, but his eyes narrow and his jaw sets in a hard line. He has the urge to say something rebellious just then. A sharp refusal to comply with a kill order when he hasn't had to deal with one of those for years. But Steve knows better. At least, he knows not to start yelling now, when they've already made up their minds and it could jeopardize the rescue they do have to accomplish.
